Altitude Wrong with DUAL XGPS170D

ALT reported has always been good with an Insignia 785HD tablet with Android 5.0.2. With the new DUAL XGPS170D altitude is totally wrong, reports about 180 ft. instead of 675. At 2500 MSL it reports 300. Location reporting is very good. The Bluetooth pairing and connection work well. I have location off and and allow mock locations in the tablet. I have ADS-B as the GPS source and enabled external GPS. ADS-B diagnostics are all green except FIS-B uplink is red. Thanks in advance for any help.
